A longer list of notices is not automatically a better pipeline. Useful monitoring brings suitable opportunities to your attention early enough to make a considered decision about the work involved.

Start with the markets you can actually serve

Choose territories around delivery, installation and aftercare capacity. Identify who can read the documents and communicate in the language required for the contract. A translated notice can help you discover an opportunity; it does not remove the work of preparing an acceptable bid. Keep established markets separate from places you are only exploring, so speculative leads do not obscure practical ones.

Know what your sources do and do not cover

TED is a major official European source, alongside relevant national portals and buyer publications. No single results list should be assumed to cover every purchase. Keep the official link for each shortlisted opportunity and check for updates there. Where two notices appear similar, compare the buyer’s procedure reference before counting them as separate opportunities. A missing result can reflect coverage rather than an absence of demand.

Test a search before trusting it

Combine a suitable CPV family, serviceable locations and the terms buyers use, including local wording. Review about ten notices and change one criterion at a time. Fictional example: an Irish training provider explores Belgian contracts. It distinguishes remote courses from on-site delivery and tests language requirements before widening the search. An empty search prompts a check of sources and filters; a crowded one prompts a review of irrelevant matches.

Give every useful result a next step

Assign a reviewer and a regular review slot. Prioritise fit and the time genuinely available to prepare a response, rather than simply putting the nearest deadline first. Record whether to investigate, seek clarification or decline, with a brief reason. Recheck amendments and deadlines for shortlisted procedures. After several weeks, judge the search by opportunities worth considering, not by email volume.

A useful watch produces a manageable set of decisions. Expand it when your team has the capacity to assess and pursue the extra opportunities, not simply because more notices are available.
