Tilaaja ei sitoudu hankintamääriin. Tilaaja ei aseta puitesopimuskumppaneita etusijajärjestykseen, vaan hankinnat voidaan tehdä keneltä vain sopimustoimittajalta. Tilaaja solmii puitesopimuksen enintään viiden (5) tarjoajan kanssa.
