Ponudnik mora ponuditi predmetno javno naročilo v celoti in ne more ponuditi posameznih postavk ali dela naročila. Javno naročilo je razdeljeno na 3 faze. Javno naročilo vključuje tudi vzdrževanje programske in strojne opreme po predaji opreme posamezne faze do izteka garancije za 3. fazo in vzdrževanje celotnega sistema opreme 1., 2., 3. faze za obdobje 10 let od izteka garancije za 3. fazo. Predmet javnega naročila je podrobneje opredeljen v Specifikaciji zahtev naročnika in razpisni dokumentaciji.
