Planuojant paslaugų teikimo teritoriją, pirmenybė teikiama techninės specifikacijos 1 priede nurodytai teritorijai (žalia spalva), papildomoje teritorijoje (mėlyna spalva) planuojama gavus pasiūlymą viršijantį mažiausią planuojamą 5 300 kv. km įsigyti kiekį.
