What is being procured?
Brazil's public transport systems are currently facing a structural crisis, with ridership falling by more than 30% since 2019. This situation disproportionately affects women and people of color, who are the primary users of the system and depend on it for access to basic rights such as health, education, and employment. Insufficient spatial coverage and low service quality reinforce a downward spiral of declining revenue and social exclusion.
