Η Αναθέτουσα Αρχή επιδιώκει μέσω της διαδικασίας του Αρχιτεκτονικού Διαγωνισμού να εξασφαλίσει την καλύτερη δυνατή επίλυση για το Κτίριο του Κρατικού Αρχείου και τους υπαίθριους χώρους, από χωροταξικής, πολεοδομικής, αρχιτεκτονικής, λειτουργικής, αισθητικής, πολιτισμικής, περιβαλλοντικής, οικονομικής, λειτουργικής και κατασκευαστικής πλευράς, και να αναθέσει στον βραβευθέντα αρχιτέκτονα την ολοκλήρωση της μελέτης και την επίβλεψη της υλοποίηση του Έργου, σύμφωνα με το καθορισμένο πρόγραμμα του Έργου.
