The competition concerns agreements on a duty to deliver newspapers by subscription to locations without other newspaper distribution, in accordance with the Law on Postal Services dated 4 September 2015 no. 91 ("The Post Act") §§ 6 and 7 other sections, cf. the regulations on post by 18 September 2015 no. 1063 ("The Postal Regulations") § 19. The service is characterised as a service of general economic importance. The procurement will be carried out in accordance with the EEA agreement ́s rules on public support and the so-called Altmark criteria.
