The aim is to look at • Better resource utilization • More diversity in the business segment/better competition • Flexibility in investment and operation The report should also highlight consequences for the county administration in its governance/administration and financial risk management for a model where in-house bus operations or a hybrid model (with public ownership of the buses and competitive tendering for operators) can run parallel to full contracting out in the other contract areas.
